In a landmark development for urban innovation, Nanshan District has officially rolled out the "Six Ones" action plan, a comprehensive strategy to support innovation and entrepreneurship. The district has made significant strides by immediately implementing the "One Scenario" measure, marking a new era for intelligent connected vehicles (ICVs) and functional unmanned vehicles (FUVs).
On the very first day of the plan's issuance, Nanshan issued the first batch of market-oriented operation pilot projects for ICVs and road testing permits for FUVs, setting a new benchmark for first-tier cities in China. This initiative paves the way for city-level application scenarios for ICVs, signaling a major step forward in urban transportation.
Earlier this year, the district introduced the measures for commercial operation pilot of ICVs and measures for testing and application pilot of FUVs. These measures are designed to promote market-oriented operations of ICVs and innovative management of FUVs, supporting the high-quality development of the ICV industry and encouraging industrial scale operations.

Nanshan has taken the lead in establishing a rule system that addresses the gap in market-oriented operation rules. FUVs, which operate without a driver's seat or cockpit and can drive automatically and safely on roads, are now permitted to undergo road testing in designated areas, excluding urban expressways.
The district's proactive approach has been welcomed by industry leaders. Ma Kun, vice president of innovation and R&D at Shenzhen Unity Drive Innovation Technology Co. Ltd., praised the management measures as "timely rain" for the industry, noting that they not only solve the difficulty for enterprises but also promote the formation of a replicable unmanned vehicle management model.
Lang Dan, head of public affairs at Meituan's automated vehicle delivery department, echoed this sentiment, stating that Nanshan's innovative measures would effectively promote the scale, standardization, and networked development of automated delivery. The measures are expected to attract more enterprises to Nanshan, fostering the creation of a unique automatic delivery ecosystem.
Mo Luyi, vice president of Pony.ai, highlighted the company's efforts in mass production and large-scale deployment of high-level autonomous driving in collaboration with major automakers. Mo emphasized that the new management measures have established a more open and inclusive policy environment, providing a compliance guarantee for the autonomous driving industry.
