Nanshan District has recently released the management measures for the investment guidance fund for industrial development, guiding private capital to focus on strategic emerging industries, future industries, modern service industries,  traditionally advantageous industries and other areas that are in line with the direction of industrial development in the district.

According to the measures, the main sources of the fund are district financial appropriations, retained earnings from the district guidance fund, and social donations. It mainly invests in various subfunds through individual contributions or cooperation with other capital in the form of new establishments, capital increase, or share acquisition.

The district guidance fund will fully leverage the decisive role of the market in resource allocation, publicly select subfund management institutions through market-oriented selection, and mainly guide the direction of social capital investment through investing in subfunds.

The daily management, project investment, and post investment management of the subfunds are carried out by professional subfund management institutions in accordance with market-oriented principles, and a diversified incentive mechanism for social capital is established to widely attract private capital participation at the subfund level.
